- Responsible for the work of W, E and T Divisions
- Co-ordinating the capital works Resource Allocation Exercise (RAE) and overseeing the use of resources from the Capital Works Reserve Fund for works projects and related land acquisition
- Clearing the Administration's submissions to the Public Works Subcommittee, and serving as the Administration's standing representative on this committee
- Policy responsibility for government procurement and tenders, including attendance at the Central Tender Board, the Central Consultants Selection Board and Engineering and Associated Consultants Selection Board
- Policy and housekeeping responsibilities for the Government Logistics Department, Government Property Agency, and the Treasury
- House-keeping responsibilities for Audit Commission
